It only took about 5 trys but someone finally got it right.

All Intel CPUs are fully locked, except those that support Speedstep (P4 6xx, P-D, mobile CPUs) which are are downward unlocked.
Pentium Extreme Editions (not P4EE) and engineering samples are fully unlocked.
