underclocking for silence

Is underclocking safe?

I underclocked my CPU from a 3.0 to a 2.9 due to the fact that the cpu fan was constantly spiking to 5,100 rpm, and that was wayyy to noisy, so i underclogged using Asus AI booster a SM -3% and my fan lowered drastically to a 2,657rpm.. NO NOISE 😀... Is this safe?

Current cpu temp at Underclock is 48c and the cpu fan is at 2,600 rpm

My mobo is a asus p4p800e with a Intel prescott 3.0 HT
 
clogging... like.. underclocking? theirs no reason it should be unsafe, tho all cpu's have a maximum overclocking and a minimum underclocking before damaga is done, but 100 mhz, is nothing..
 
Why don't you get a quieter hsf and run at normal speeds? I have $8 hsfs on 3/4 of my Athlon XP machines, and they're all nearly silent @ 2000rpm.
