Is underclocking safe?

I underclocked my CPU from a 3.0 to a 2.9 due to the fact that the cpu fan was constantly spiking to 5,100 rpm, and that was wayyy to noisy, so i underclogged using Asus AI booster a SM -3% and my fan lowered drastically to a 2,657rpm.. NO NOISE :D... Is this safe?

Current cpu temp at Underclock is 48c and the cpu fan is at 2,600 rpm

My mobo is a asus p4p800e with a Intel prescott 3.0 HT

clogging... like.. underclocking? theirs no reason it should be unsafe, tho all cpu's have a maximum overclocking and a minimum underclocking before damaga is done, but 100 mhz, is nothing..

My normal idle Cpu temp before the underclocking was usually 42, now it is 49/50c, is this normal.

Can underclocking harm my system in any way?

No, as long as the voltage is safe for that speed, 100mhz is jack, so no there is no danger

Why don't you get a quieter hsf and run at normal speeds? I have $8 hsfs on 3/4 of my Athlon XP machines, and they're all nearly silent @ 2000rpm.
