Well if they're dead they can't be POW's, can they? Furthermore, your expert opinion that they looked to have been shot in the head has no bearing for two reasons: a) it's your expert opinion and b) they could get shot in the head in battle.

The people that were humiliated were looters. They were stealing from the other Iraqis. Perhaps you think they have high honor and morals, I don't. The public humiliation is a tactic that will slow down the looting. Is it a perfect method? Probably not, but the chances are good that it will be effective given the culture of the region.

Would you care to give alternatives to the option being tried? If not, you are just whining.

Believe it or not, criminals have rights too.
