somehow, I don't predict the fine staying just as a simple fine, though, once people realize it's cheaper to pay the fine than buy insurance.

Well, they're kind of pointless. The guy has no money and can't pay his bills? I'll put him in jail and pay for his food and housing, that fixes it. Its basically throwing good money after bad.
