Are you doing ok? I ask because it appears you have been having a discussion with me that I wasn't present for. So, can you fill me in on that discussion that you seemed to have imagined, so I can try to understand how you connected the dots here.

That explanation is in the linked story. Scroll up, click the link, read it. My hunch is that the arresting officer misunderstood the fellows broken English. The judge involved clearly understood the fellow was a citizen when presented with his birth certificate, but had to follow the ICE holding order. ICE agent arrived, reviewed the case, and released him.
I'm sure it was a very unpleasant experience, I'd be mad as a wet hen if it happened to me, but these things do happen. In the end he was unharmed and released.

I never thought of getting an enhanced driving license before.. but this has me considering it for me and my family!

Definitely not going to start carrying the passport everywhere.. all it takes is 1 cosplaying cop to grab it and I have no proof of citizenship.

You can always get a passport card. It's a wallet sized passport that works at land and sea borders. Also has the benefit of not having other personal information encoded on it when someone needs to see ID, like state licenses have.
