Is it true the first suspect blew himself up?

They said on the scanner feed that they had information that he may have had an explosive device on his chest that detonated and that the second suspect may as well. They warned all units to use extreme caution.

Quick Recap from what I am gathering from Yahoo news:

At approximately 10:30 p.m. Thursday, a robbery was reported at a 7-Eleven in Cambridge, Davis said. An MIT officer responding to the robbery was shot, and later pronounced dead. The suspects fled in a stolen Mercedes-Benz. Watertown Police spotted car and shots were fired between police and the suspects.
One suspect (Black Hat dude) was shot by police and later died, but the second "suspect" (white had dude) fled on foot, and a tense manhunt ensued.

apparently, they were both foreign born and moved here about a year ago. so, it turns out that suspect #2 isn't that sunil kid, since he was born in pennsylvania.

I think most countries use encrypted systems now.
Still if the police there don't see it as a problem I guess it isn't one, they are the guys that deal with it.

There are several police departments that have switched to having everything encrypted. For those that haven't, they do have encrypted frequencies for various things, but most of the general radio traffic is not.

Residents in the area are calling in sightings and suspicious noises!

Now they are calling in all officers with "less lethal" shotguns. They are offering to round them up. ???
