$6400 doesn't sound like a lot by way of punishment but I looked up Bosnia's average income - in 2003 it was right around $6300.

I have mixed feelings about penalizing parents for a minor's activities. Sometimes they deserve it for their crappy parenting and lack of supervision, but any person who can smile while throwing puppies in a river has a serious psychopathic streak that even the best parenting in the world isn't going to help with...

I agree that it's a disgusting thing, and could have been handled in a more humane manner, but if disposing of unwanted animals in such ways is common and accepted there, then that is the way it is. We call those types of people "rednecks" here. Personally, I wouldn't have
been able to drown them even as very young puppies(in a humane manner, not chucking them into a river of course). I would have probably given them away. Hmm.. I suppose that begs the question. I agree. I love dogs but I see this video as nothing more than a poor country's method of animal control. Here in America we have dog pounds that euthanize millions of dogs each year. In Bosnia maybe those resources are not available.

If you've ever been to a third world country, you'd know that if we didn't kill millions of dogs each year there would be packs of them all over the place roaming the streets and harassing people. You'd hear barking all night.
