It's funny, James and Cori used to have a morning show here in Rochester, MN, but moved to a bigger market in Fargo and we have the same "secret sound" contest, but the cheapskates here are only offering $500 instead of $1000.

I googled "something that sounds like Velcro" and this thread is the first thing to show up, so after reading all the comments, the discription of the sound and all the previous guesses, I was convinced that it might be the same sound our local radio station is using since its a lot of the same guesses and the description of the sound seems to be very similar. I knew it was a shot in the dark when I asked but thought I would try anyways lol
