I suggest you read the latest. It seems that Trump ordered Cohen to lie to Congress about Moscow. That would be a High Crime. It seems a bit odd that the FBI would announce an investigation of Clinton if they were trying to use Mueller. I'd say it wouldn't happen as you suggest.
