I used to have a problem with that when I was in undergrad. I saw a lot of black and latino organizations and thought why isn't there a white organization? Then as I got older I realized the US is the white organization and many of the latino and black students came from families that had parents that never went to college, who may not speak English, who have stereotypes to deal with, and who need guidance targeted to their specific circumstances and can benefit from having a group of people helping them from the same background.
As a white guy from a middle-upper class family, I can't relate or understand the specific issues that minorities face, but I completely understand why they'd need specific groups whose specialty is to help them get through a system created by mostly white people (professional schools, legal system, etc) especially if they are the first generation of their minority family to do so.
As for scholarships targeting only certain demographics, it can be strange. However if they are targeting demographics that are traditionally under served or underrepresented in colleges or in their community then I see it as a diversity promoting act.
