No, the Senate could easily draft their own legislation if they wanted to. Apparently they do not want to. Trump could also marshal the resources of the executive branch to craft this legislation, similar to how Obama helped with the creation of the ACA. He has done nothing, however. Odd that conservatives claim this is such a huge problem and yet are doing nothing to fix it on an enduring basis.

If I were you I would be very angry with Trump as he claimed this was an emergency for years and did nothing. If this is actually an emergency how can you forgive his incredibly laziness and irresponsibility?

The GOP cuaucus is too fractured on immigration issues to ever actually cohere around an agreement now. We had a chance a while ago with the Gang of 8 but GOP leaders in the house stuck to the Hastert Rule (which is fucking dumb) and wouldn't bring it up for a vote.

America is basically incapable of solving any big problems now and we're mostly stuck fighting the same fights from decades past.

I was addressing that to Slow as I know he wouldn't understand that the Senate has started bills and passed them on to the House for approval. Basically Republicans don't really want a real solution, they need their boogeyman to campaign on and fool their constituents into believing it's the Democrats fault.

This is true. What the video leaves out is that after the taxes are collected, Sweden engages in large scale income transfers to the poor. Once you count the money people get back from the government they most certainly tax the rich to give to the poor.
