What does 'overall percentage of recipients on welfare' mean? Percentage of what? What does the 'overall' add to that sentence? How would the meaning change if that word wasn't present?

This meeting was in March 2017. Reading the news reports right after the meeting, NPR, WaPo, Times, no one mentions this. It wasn't until January of this year that suddenly "someone", who knows who, remembers this and tells the press? How 'bout that.
