The Senate has the power to block these cuts because it takes 60 votes. If you give up that power then you are ceding power to the executive. Constitutionality is not in question. Giving up your power is.

They’ve already done that 25 years ago. Fuck Obama used to ask for them to take that power back but they simply don’t want to be held accountable.
As of now there could be an invasion and a floor vote would just never happen because it never would come up for a vote.

reducing the required votes from 60 to majority (51) does not suceed power to the executive. It still requires congressional approval.
