Both share the blame equally IMO.ROFL. OK...plz link to the video that you saw.
The video that I saw, shows some dumbass in a dark uniform running around zig-zagging on a dark track, with race cars, on a dirt track no less, zooming around him.
If situation happened with any other nameless driver in the universe, it would just be a horrible accident and the victim would rightly be 100% to blame. But because the driver is a name-brand guy, the nutters and conspiracy cooks are coming out of the woodwork to chime in.
Here's a pro-tip for the dumb asses in this thread: If you don't want to get run over on a dirt track at night, keep your dumb ass in or near your car, and not running around a race track like Barry Sanders. Morons.
Oh and before some other pea-brain chimes in: I could give two F's about Nascar or Tony Stewart.

Bullshit.
He went for him.
Bullshit, he went for him.Dirt track and sprint cars. I expect the turns are nearly out of control, not enough left to avoid a sudden object.

Darwin was a fraud, a eugenicist poser lifted up by a corrupt education system meant to enslave us all. Looks like it worked.

They should be well in control under a caution flag, which is when this happened.
Like LTC said, the track was under a yellow flag, which is why all the cars were driving much slower around.
Also, it's not unheard of for a pissed off driver to stand to the side of the other cars' path of travel to deliver a "message" to the one he's pissed at....even Tony Stewart has done this. Stand off to the side of the path the cars are traveling under the yellow flag and give the other driver the finger or whatever. Happens on a weekly basis.
What doesn't happen typically, though, is the "offending" driver gunning his engine, spinning his rear wheels causing the rear end of his car to break loose and hit the gesturing driver.
I'd almost guarantee Stewart will be charged with something, like negligent or vehicular manslaughter.

No, the steering is complete mush on a mud track with wide tires with large sidewalls as is putting down power no matter the speed. He revved his engine cause he was angry and slid into him, by accident.
Although someone brought up a good point that there were like 30 cars on the track and it could have been a different drivers throttle, anyway. Cause its just a youtube video. None of us were there in all likelyhood. You guys are suffering from groupthink all because the guy in the youtube video was like "AWWW MANG HE HIT HIM!!!" but that was just one guys reaction in a crowd of thousands and he wasn't even that close to it.
So my uninformed opinion is that it was accidental. Between the bad lighting, mud track, dark uniform, and the other driver walking in the middle of the track like that, I think they were angry, yes, but I don't think he intentionally meant to hit/kill. Just from my own personal experience of people not trying to intentionally kill each other. I bet he feels really guilty about blipping the throttle, if he did. The guy basically walked straight into him though. Thats why its called an accident.
Accidents aren't necessarily free from criminal charges, though.
The track looks dry and hard to me, not mud.
I hate to make judgments before I know the facts but you arm chair quarterbacks are mind numbing.
So I'll weigh in... I would guess that Tony's vision was blocked by the car in front of him that swerved and Tony's fishtailing was a result of him making a last second attempt to avoid the guy that walked into the middle of a fucking race track.
Watched the video. Definitely looked like the driver intentionally hit the guy. You can see the car was traveling faster relative to the other cars on the track and the rear was sliding prior to the hitting the kid too.
