Someone has to pony up all that money they shove down the FCC's pants.
As for the raised rates of the cable boxes, it is of course just another vehicle that they can use to add fees.
- Like the "document fees" when you buy a car, allegedly to cover the burdensome costs of the documentation they need to do. You know, because their other costs of doing business are free: Carpet cleaning, sewage service, electrical power, building expenses, trash pickup, and so on.
- The "fuel surcharge" that's added to the base price for UPS or FedEx, because before diesel fuel was $4/gallon, it was free.
- On a recent quote for some power transformers here at work, there is a "materials surcharge." Same thing: Before copper's recent price increases, it was free.
It's all just pricing games that are intended to mislead in an attempt to more money out of people.
