It's most certainly possible, but yeah, it would require much more energy than is currently portable.

Oh certainly. I'm not questioning the capability to do so, I'm questioning the ability to do so and be able to do so from your shoulder and carry it around with you.
It's a lot of energy and I'm not aware of anyone coming up with an energy solution ideal enough for such a task.
But, without such limitations, it appears easy if you have the parts.
I was a little off in regards to the Navy and rail-guns. They have already demonstrated rail-gun systems with projectile velocities over Mach 7 (specifically, 2520m/s), and have stated the system is designed with a goal of nearly Mach 17 (5600m/s - that's nearly 12,000mph, btw).
They stated at that speed, it'd be accurate enough to hit a 5-meter target (let's say, a tank) from over 200 nautical miles away, while firing 10 rounds/min. That's awesomely awesome.

Our sci-fi world of the past few decades is
