Do they actually STARE at you, or just make eye contact for a few seconds? When I walk down the streets, I look people in the eyes all the time, but don't stare. I'm Asian, so maybe that only makes your point stronger. The big thing I notice is Asians who are strangers make eye contact with each other often in Ohio, just because there aren't many here. I guess it's more like a "look, there's one of us" type of thing. I don't mind when people do that to me.
As for people looking pissed, it seems to me that some Koreans and Japanese have a normal facial expression that makes them look mad...stern is a better word. Try acknowledging people next time with a slight nod or smile to see how they react.
