I had a 9500 on my CPU. It worked OK, kept my opteron 165 @ 2.7GHz at about 52C under load with the fan turned down some in normal ambient temps. When I got it I spent too much on it. What I wasn't happy about is after only a year the fan bearings started to get noisy and squeak/grind. Of course it waited until it was just a little bit out of warranty

isgust;
At full tilt it was easily the loudest thing in my PC (well, once I got rid of the stock X1900XT cooler

) but when it was toned down some it wasn't bad. I had my mobo control it so once the CPU reached a certain temp it would rev up. Usually didn't unless the room temp got pretty warm.
Personally I'd look at other sinks, there are better ones out there for the price (unless the 9500 dropped, last I checked it was still close to $60).
