Well as long as they popped the tank, it should all vent into space or burn up in the atmosphere.
On a side note, how would a fuel tank that is not shielded survive re-entry? The shuttle has thick ceramic tiles all over it to protect from the heat of re-entry. A spy satellite with nothing to protect should end up at worst case as a molten hunk of steel. Any fuel in that tank would explode as soon as it was heated. I'm thinking this is more of a little dog and pony show for Russia and China to see "Hey! We can shoot down our own spy satellites now! Yours could be next!".
