The platform source code is free and open. MS could have just added its own app store, Bing maps, and its own voice services instead of reinventing the bicycle from scratch.
MS has always had a mobile OS, they are putting that generation to bed and revamping their mobile line with WP7. What Rubin is saying is nonsense. This isn't another platform, it's supplants an existing one.
Conversly Google has never had a mobile OS, yet they created one, rather than simply continue to provide it's apps and services solely on the current mobile platforms. Hence this statement is highly ironic.
