1) Thats called vdrop my friend, and it happens with majority of the mobos. Nothing to worry about. And did you think you will not increase the vcore more than 1.31 for overclocking????
2) If you are into extreme to moderate overclocking then increase the NB voltage to 1.53V, offset to +100mav. Since its a Q6600 G0, i wudnt be able to help you out on the VCore volts, but you can pretty safely bump it to 1.48V if needed, though with these G0s i dont think you will need to bump it too high.

It will cool the southbridge but still allow you to run in SLI. To be honest, it doesn't look like you would have the clearance with 2 big honkin' 8800 GTS cards installed, but maybe you would have off the bottom of the board? I dunno. If you can find another one just like you did which is 51mm diagonally across, please let me know. I'll like to get a heatsync on the SB so that I can start OC'ing, but I don't want to have to worry about it a year from now when I can pick up another vid card which matches mine for half the price I paid.
