nice zerocool, nice.

I actually got bored with the field survival guide when I had to plant the stupid scanner with the little creatures that live down by the river or lake or something. I was like F- this, I'm mobile. Plus I was so efficient at hawkin' crap that I had plenty of caps at that point and had found lots of cool weapons, I didn't need whatever it was that whore was selling for making me waste my time on the survival guide. I did come across the robot factory and tenpenny tower while out adventuring (or looking for a vault) but I could care less about the racists vs. ghouls at that point. Now, those little bastards in the cave that kept calling me names, that's another story...

I haven't gotten around to this quest yet. I'm on my second playthrough with all the DLC on very hard difficulty. You get bunches of xp on very hard as I am level 18 and I have only done 2 of the main quests so far and only completed anchorage, the pitt and 15 or so side quests. I should be level 30 before I even get to brotherhood of steel. lol

Edit: And Talon Company is really vicious on very hard difficulty. After every 2-3 days or so of game time they are after me.

There is a positive ending. You need to let the ghouls into the tower with speech skill and then kill the ghoul leader (after you get your reward, of course). In that case, both populations can coexist peacefully indefinitely.

You can get through it with the ghouls getting into the tower, and the residents surviving. You just have to convince the residents that the Ghouls are ok to live in the tower. I did it this way, although Tenpenny himself meets an unfortunate accident at the conclusion of this option, but no-one else loses out.

I shot Mr. Burke in the face the first time in Megaton. I remember he was sitting at the bar. I then happened upon the Tower. This game was great!

Me too. He had just killed the sherif, and I was pissed, so I took my shotgun and blew his head off.

You can kill the Ghouls without loosing karma. Just go and visit them in the tunnels, and tell Roy you're there to kill them. The Ghouls will turn hostile and you can kill them without losing karma.

Screw the mask; feral ghouls are weak anyway, plus they deserve to die. That and several side-quests are unlocked from Tenpenny tower residents that you can?t complete if they die.

If you do the 'good' side of that quest, yeah. You go tell the sheriff about Burke's offer, go to arrest him, and Burke shoots the sheriff in the back.
Unless you've got a good weapon and are quick at hitting the VATS button then - in which case you can blow Burke's head off before he gets off a shot.

I don't think so. I think a lot of poeple misunderstand..

Convince Tenpenny to let the Ghouls move in

(If you have already killed Allistair Tenpenny and Gustavo has taken his place you must kill Gustavo for this to work)

Talk to Phillips about the possibility of a peaceful negotiation, then bring the proposal to Allistair Tenpenny. He will tell you that if you convince tenants Mr. & Mrs. Wellington, Mr. Ling, Ms. Montenegro and Ms. Lancaster to have the ghouls as neighbors, he'll let them move in. Passing a speech check (for positive karma) or a stealthy assassination (for negative karma) for each of the five residents will convince Tenpenny to grant the ghouls access.

Upon returning to Tenpenny Tower, you will find human and Ghoul residents living together. Inquiring among residents will indicate that both sides are getting along well. However, upon a subsequent return, all human residents will be gone. Further investigation reveals that the human and ghoul tenants had a "disagreement", and that Roy Phillips decided to "take out the trash". The human residents have all been slaughtered, and their looted and stripped bodies dumped in the basement. You may choose to kill Phillips and the other ghouls in Tenpenny Tower after learning this, but will earn negative karma.

I never told anyone about the offer. I just disabled the bomb the first playthrough.
