Of course they do. I've often pointed it out as well as pointed out how certain federal programs REQUIRE a percentage of your workforce be of a minority race. When a white person mentions this however it makes them a racist. Just as stating (factually) who the largest percentage of prison inmates are by race.

Its always amusing to me how many people support racism against whites.

If we go by your premise if all of the stimulus that comes form the fed goes only to white people, that's ok.

Also there would have to be an assumption that no minorities are professional construction workers or are incapable.
