"a tall young man wearing biker boots and a black hoodie and black combat pants, noir lighting" is probably the worst, especially on the left side of the street. For this to be really useful for animation they need to produce model files, then animate those.
Instant matte paintings are cool, though. They're created once, then just placed in the right location based on the camera angle. It might even be possible to animate them a little. AI could be used to fill in a few frames in looping video, like gifs, so the loop doesn't look like a jump cut.

I love practical applications of AI...one of the things I use it for is voice recordings, like if I'm setting up a VOIP PBX system. I can have an employee record the dial-by menu on my iPhone, pop it into Adobe Podcast AI's enhancement website, and make it sound like we recorded it in a studio lol:
