We did not assert you said there was no Iraqi rebellion after Gulf war 1 ended, what you denied was the GHWB encouraged those Iraqis to rebel post Gulf 1 war, and when those Iraqis did rebel and took GHWB at his word, they got butchered by Saddam and GHWB did not honor his words as he idly stood by and watched those Iraqis get butchered.
