?Is Credit Card a Friend or Foe?? really does not make sense. Either "Is the Credit Card a Friend or Foe?" or "Are Credit Cards friends or foes?" would be better.
 
not sure if someone already said something like this, but:

Credit cards can be both benefical and disatrous, thus raising the question "Are credit cards friends or foes?"

But you said this is a thesis, right? I think you should take a more of a stance on the issue at hand - a thesis is supposed to be an opinion statement that you support with evidence. To me, your sentence seems more along the lines of a question or prompt you'd be presented with in order to come up with a thesis.
