Tennessee governor signs controversial "gateway sexual activity" bill


Under the law, Tennessee teachers could be disciplined and speakers from outside groups like Planned Parenthood could face fines of up to $500 for promoting or condoning "gateway sexual activities."

David Fowler, president of the Family Action Council of Tennessee, which pushed the bill, said it does not ban kissing or holding hands from discussion in sex education classes. But he said it addresses the touching of certain "gateway body parts," including genitals, buttocks, breasts and the inner thigh.

Wow.America's collective IQ dropped several points when this bill was signed.

If they want to stop "Gateway Sexual Activity" they'll have to start a lot earlier than high school. I'm thinking 1st or 2nd grade.

Anyone care to post the actual bill before condemning it? Many times, when the actual bill is posted, we find there is nothing to complain about. We find that some special interest group is basically lying about the contents.

Until it is posted, there is nothing to really discuss.

Haven't been through the whole bill but I do have issue with this:

49-6-1301 Section 12 - (12) “Sexual intercourse” means that a penis is inserted into a vagina, mouth or anus;

A penis inserted into the mouth or anus will not induce pregnancy. It could and does transmit diseases if a condom is not used; however precautions can be taken (personal cleanliness) so that the risk factor is greatly reduced or mitigated. While these activities won't be wholly adhered to by any high school couple, along with mutual masturbation and/or intercourse with condoms they will provide sexual gratification and curiosity satisfaction while greatly reducing STD's or pregnancy.

Republicans want there women stupid and pregnant. We all know this and that is why I hope someday the party will die hopefully to be replaced by a conservative party not full of retards.

If a condom is used, then yes, a lower rate of of STD transmission will result.

If you're "riding bareback" it's likely that existing STD's will be transmitted.

As previously stated, using condoms for anal or vaginal sex will result in greatly reduced risk of STD transmission.

Using condoms for oral sex is possible: but when it's cunnilingus it's not going to be very pleasurable for the female; when it's fellatio it can be somewhat pleasurable for the male but more pleasurable without a condom. That's where cleanliness comes in for both partners.

(1) If a student receives instruction by an instructor or
organization promotes gateway sexual activity or demonstrates sexual
activity, as prohibited under this part, then the parent or legal guardian
shall have a cause of action against that instructor or organization for
actual damages plus reasonable attorney's fees and court costs;
provided, however, this subdivision (b)(1) shall not apply to instruction by teachers employed by the LEA.

How nice... exempt themselves from their own law.

So... parents may sue if the schools 'promote gateway sexual activity', and apparently that was a problem before. :hmm:

Still unsure how to respond to it.

Notice that "gateway sexual activity" is not explicitly defined. Is (self) masturbation a "gateway" activity? Are teachers prohibited from discussing masturbation and telling students that it's a healthy sexual outlet? Surely, a child who masturbates becomes aware of how pleasurable sex is. And becoming aware of the pleasures of sex surely increases the likelihood that the person will want sex with another person.

Furthermore, David Fowler, who assures us that kissing is not a "gateway" sexual activity, is full of shit. Nothing in the bill explicitly excludes kissing (or hugging) from being considered a gateway activity.

It's this type of vague nonsense that makes the bill outrageous, and is the hallmark of the right-wing brain.

Agreed that oral and anal do not cause preganancies. However, you do not consider them to be sexual intercourse? What do you consider them to be if not sexual intercourse?

(b) An LEA shall not utilize the services of any individual or organization
to assist in teaching family life if that individual or organization endorses student
non-abstinence as an appropriate or acceptable behavior, or if that individual or
organization promotes gateway sexual activity.

(2) Each LEA that offers a program, course or instruction in sex
education shall locally develop and adopt an family life curriculum in
compliance with the requirements of this part, or shall adopt the family fife
curriculum developed by the department.

(c) Instruction of the family life curriculum shall not:
(1) Promote, implicitly or explicitly, any gateway sexual activity or
health message that encourages students to experiment with non-coital
sexual activity;
(2) Provide or distribute materials on school grounds that
condone, encourage or promote student sexual activity among unmarried
students;
(3) Display or conduct demonstrations with devices specifically
manufactured for sexual stimulation; or
(4) Distribute contraception on school property; provided,
however, medically-accurate information about contraception and
condoms may be provided so long it is presented in a manner consistent
with the preceding provisions of this part and clearly informs students that
while such methods may reduce the risk of acquiring sexually transmitted
diseases or becoming pregnant, only abstinence removes all risk.
