What I've never been totally sure of... can an ISP actively view content by monitoring the data from the traffic of its customers? I assumed no, but... not positive.
When I worked for a web hosting company, we have full access to customer's email accounts. We could read and delete messages at our leasure if we knew the email address and all we would have to do is look up the password. But, the odds of finding such material would be near impossible.
