Anyways, back on topic, even if tf2 is "planned" on to be released, it probably won't be released until at least 1 or 2 years. Valve is busy on DOD:S, CS:S (bugs), Lost Coast, Aftermath, and more exploits, bugs, and complains...

That is, unless you like facing off against people who've played TFC for 6 years, have gotten ungodly good at it and have egos to match, and be wondering whether they're hacking or not.
TFC is in shambles from a competitive standpoint, you have no new teams, no new blood, and very few tolerable public servers to play on. Add also to the fact that there are no less than 3 widely available hacks and being used by league players. These hacks are not the simple aimbots and anticoncs that are easy to detect. They are, at their zenith, indistinguishable from pure skill, so leagues are gunshy to ban people for them. The effect? Nobody misses a conced shot. Nobody ever goes over the bunny hop cap or misses a jump.
CS hacking's got nothing on TFC hacking. CS hackers are far more numerous, but TFC has many more hackers by percentage. (Unoffical guesstimate: At least 25-30% of clanners)
Now, plenty of people from TFC (clanning) are developing FF, and it will be a rehash of TFC. In other words, it will be a game that does not strive to be compelling or fun to play, it will be the same old thing we've all played countless times before... it will be a game in which TFC clanners will still be "good" at the game. Adding a tutorial on how to bunny hop or how to conc jump or how to rampslide (which, is pretty much all the differences a clanner will see out of FF) will do nothing if players aren't compelled by the gameplay and find themselves having no chance to compete.
In other words, FF needs to ditch TFC. Which won't happen. Let's assume that FF has as many teams as TFC had in its zenith - 80-90. Assuming that you have an equal number of teams coming from TFC as there are now (40-50), you'd have half of the teams playing at a level of "TFC 2005" and the other half playing at a level of "TFC 1999".. to put it bluntly, TFC 2005 wouldn't just beat 1999 in every match, it would be ugly and demoralizing to the newer teams, thus quickening their exit of the game. There'd be no reason for any of the 1999 teams to improve, because they'd run into a brick wall.
I see FF as being terrible for everyone unless:
a) Valve distributes and promotes Fortress Forever (very unlikely)
b) TFC clanners are prohibited from playing in any large numbers on any FF team [spreading out the talent pool] (even more unlikely)
But that's just my essay for the week.

But you're right there are a lot of cheaters, and it can be annoying. But it's fun to totally own someone when they are using a cheat, and I'm not of course.
Is there a good place to read up on what kinds of hacks people are using? It's obvious when someone is using an aimbot, or even wall-hacking. But sometimes, I swear I see people moving a wee bit faster than they should be, and a few other things, too. There are some very talented people out there, and it's hard to make accusations when I am just not 100% sure.

Read up? Probably not, but I can give cliff's notes:
Anticonc - eliminates client-side vision of the conc effect. Shows up in personal recorded demos but not HLTV. Rarely used, since leagues require personal demos to be recorded and is then quite (laughably) easy to detect. I heard rumors that a certain tfc player uses an anticonc that does not show up in his personal demos, but this has not been substantiated.
Autodet - automatically detonates demoman green pipes in enemy proximity (in other words, when an enemy lands on one). Old versions would detonate even if, as an example, your pipes were on the well flag and you were in the respawn. Newer versions are "FOV autodets", meaning if an enemy touches a pipe and you see the pipe, boom. Hard to distinguish from skill, however, "illogical dets" will give it away - meaning if a demoman has 7 pipes around the flag and one off in la-la-land, no demo would det when a person crosses the la-la-land one. Autodetting demos will also det on anyone passing a considerable distance over their pipes - an "illogical det".
Trueaim - You might not know this, but if you are conced with a charged sniper shot, the dot against the wall doesn't move. That's your real aim - the conc effect is an illusion. Now, imagine that for every single one of your weapons and you've got the idea. Undetectable via demos (the dot does not appear). Note that the conc effect is not removed, but you'll constantly know where you're aiming.
Bhop dll - Loops a constant jump command (you will never miss a jump) and you will never hit the speed cap of 170% - you will ALWAYS go 169%. Takes the skill out of bhop. Hard to detect, but possible (i.e. a person should be moving >170% there, and is not.)
Those are the 4 tfc-only hacks that are out there. They're bundled with more standard hacks, including TFCers favorite, the box esp wallhack...

Bhop is restricted in TFC, compared to say, Quake. In TFC you can only go up to 170% speed of the class, anything over you will be knocked down back to 110% (called The Cap)
Wallstrafing - Strafe into a wall looking the other way, depending on the angle you will go ~120-135% of class's speed.
Rampsliding - Ducking just before reaching a peak of a sloped brush will pull your legs up and over the peak of the ramp and you will go "through the ground" with little speed penalty. Commonly used in conjunction with a conc jump.
