Good. You got that. Smokers aren't the only cause of kids' health problems, but they are an identified, significant cause from a specific, identified source. Attacking any significant cause of those problems is better than not doing so. The tax measure specifically addresses the harm smokers do and applies the revenues towards a remedy to help one of the groups they harm.
