Stolen, yeah, but actually put into operation? This kind of scope would require selling blocks of hundreds of thousands if not millions, which would in turn require breaking down in retail packages where thieves would actually buy a manageable number of accounts and begin to steal. Unless the same people have figured out how to automate the process, which would be really scary.
Heard a lady speaking of this very thing who pointed out that the scope of the theft will revise the way such stolen information is used. She speculated that some portion which cannot be used before the cards are replaced will be recycled and sold months later by scammers who will pose as credit watch agencies or banks. Using your stolen information, these people will attempt to convince you to divulge current account information.
