What I like about the Ruger:
-piston system
-shoots 556 and 223 (though I've heard that should be true for all modern 223s regardless of if they say it or not... not sure if that's true)
-4 sided rail w/ adjustable side
-flip down iron sights (don't care for the fixed handle-like system)

Does that mini quad rail count? If so, one out of four ain't bad, I guess.

You went from wanting an all out piston operated AR, to a cheaper offering from PSA, then finally settled on just a stock set for your current .22lr.

So here we are a few months later, and I bought parts for this build.

First, I'm getting the $100 polymer lower from our HD section.

Then I finally decided on an upper:

I've been convinced that the piston system isn't really worth it, so I'm sticking with a mid gas system. I went with a stainless barrel for looks and corrosion. I would like to have a bead blasted barrel so it isn't so shiny, but IMO it'll fare better than the standard blued barrels. The half quad handguard gives me the 4 rails I wanted up front with a more comfortable area to hold in the back. It also comes with a flip-up front site, so I just need a rear site and I'll be good to go.

What kind of upper is that?

You'll regret that poly lower down the line. For not much more you can get a proper AR lower. Just for instant gratification you can get a lower and lower build kit from PSA for $180. They are very good quality. Their uppers are very good quality as well as their BCG, ~$400 for a complete upper. Combined with the lower you can have a very good quality rifle for ~$600.

Its a Rock River Arms upper with custom handguard.

I don't think I will regret the lower. I won't use it a whole lot, plus it's a brand new product that has done very well at the ranges they've used them at. One is still going strong after 25k rounds for the place that rents them. Worst that can happen is it doesn't work well and I get a different one. No big loss.

Not much of an idea on both counts. Should be able to shoot it this weekend though. Optics wise I'm still not sure either. Its hard to see but there's a red dot on it right now. I also have flip up sights which is pretty standard anymore. Ill probably go with something magnified down the road so I can shoot at some distance.

I have a cheap no name 3x magnifier on my 556 and a Primary Arms 2MOA red dot. The magnifier isnt very good(has lots of paralax) so its going to go and be replaces by a Vortex 3x magnifier. Good reviews on Vortex optics. The PA red dot is pretty good for a cheapy. Holds zero, is clear and doesnt cost an arm and a leg. The down side is the dot is a little fuzzy but not that bad.
