The system idle process is the process that the OS runs when it has nothing better to do. The system is, in fact, idle when the system idle process is running.
DPC's are run by the system idle process and the OS does other housekeeping tasks to keep itself happy and healthy.
The system idle process is scheduled only when no other threads are in the READY state.
