sustained rapid heart rate long after physical activity has stopped

this happens after aerobic activity, such as jogging, playing ball etc.
my heart rate remains high, over 100bpm, many hours (~3 hrs) after i'm done. my normal heart rate is 70-80.

lets stay i just sprinted hard for a minute and my heart rate shop up to 180. it will take 3-5 minutes before it comes down to the low 100's, whereas i read it should normally take under a minute to go back to NORMAL heart rate (for me, being 70-80).

i don't do much cardio, if any, but i lift hard regularly.

Try a couple weeks of cardio and see if it helps?
 
Poor metabolic conditioning is the likely culprit. If your body isn't used to pumping oxygen to needy muscles, it will take longer for you to recover.
 
recovery time is a good measure of your general aerobic health

having a heartrate elevated that much for that long after exercise seems strange. I'd talk to your doc just to make everything is cool.
