also, I haven't had a lock-up yet after I changed voltage so I'm happy thus far :) BUT,

I couldn't play a 1080p quicktime .mov smoothly WTF!!! Task manager said only 20-25% CPU usage... so I don't know why it's not playing skip-free. I have good codecs, ffdshow installed. I doubt it's my GPU (onboard radeon 5300)... Right now I suspect my HD since I only have 1 7200rpm 500gigger.

Why would you think it's your HD?
Single, 7200rpm drives normally don't have any problems like this.
I doubt that you're pulling data off the drive so fast that it can't keep up. :p

BTW, What MB are you running that uses a Radeon 5300 IGP?

Probably the quicktime movie is using h.264 codec. At first glance I would point the finger at the codec you're using.

If you're using ffdshow, there should be an option to use the GPU or not. Try the 1080p with and without GPU acceleration enabled to see which is better. If the driver for GPU (pretty sure that should be enough) isn't optimized, or it's not a codec that the GPU can play it will stutter and you're better off using the CPU even at the expense of higher CPU usage.

No way it's the hard drive unless the drive is. Even if you had filled that drive to the brim with data you'd still see speeds of 30 or 40mb/s (I'm guessing at the minimum STR). And if it' quicktime and compressed with h.264 you could load the whole thing into RAM in just a few seconds.

I to am looking to build a cheap video editing rig. Im using a laptop right now and 1080 video is so choppy I cant get anything done. I was wondering if you have fixed your choppy playback on your new system. Any Ideas on what the problem area is?

Also wondering if I should just post on here about what build I had in mind or just create a whole new thread. I just need a few suggestions on motherboard and maybe Video card.

Probably make your own thread, but feel free to ask questions in here like this...

Haven't fixed the choppy video nor tested the HD yet, just been lazy/busy. I've been able to play and edit AVCHD files very smoothly though, so I'm very happy with the computer build, just small tweaking.

If anything I might reconsider making a Hackintosh depending on your budget. An Core i7 build capable of running OS X would be very very VERY useful and fast for a filmmaker. It'd probably cost ~2x more though, and for my budget I like what I have very much.

edit: I've also played Blu-ray videos just fine so I am sure it's just something weird going on
