If you read both the article that you linked and the one posted earlier from the New Yorker ("Saudi Marathon Man"), the Saudi in question was injured by shrapnel and seen fleeing the scene....much like everyone else. He was detained and questioned while being treated int the hospital.

The dude in that pic appears to not be injured in any way, and he is also not fleeing from anything.
