A European NES game has no business here since it won't work on most NES systems. If the board wasn't broken to fit the packets, it would probably work on a clone NES or the rare top-loader (which has no CIC lockout chip).How do you know that? Still, whoever put the probably-drug-filled packets inside snapped off a protrusion from the board to fit the packets. Here's the part that tells you the packets were probably inserted while in Europe: They put the board from a different European game (Isolated Warrior) into the cartridge shell for Rollergames.
