That was Gene Roddenberry's influence. He insisted on things like that. This is hard to say, but after he died is when the series started getting better stories 😀 A lot of the first two seasons were recycled "Star Trek- Phase II" scripts from the late 70's.
It's said that the best thing that ever happened to TNG was Roddenberry dying. It's really hard to argue with that statement.:\
 
After Voyager, I had a hard time getting back into the franchise... took me until last year before I finally decided to give Enterprise a shot.
 
To be fair the miniskirts were only in the pilot episode. They dropped that nonsense immediately.

They were actually shown in 10 episodes (including the series finale)

According to the book The Art of Star Trek, "the skirt design for men 'skant' was a logical development, given the total equality of the sexes presumed to exist in the 24th century."
The uniform was used primarily by background actors, though "Encounter at Farpoint" featured both Deanna Troi and Natasha Yar in skant-type uniforms, the latter only briefly. While Troi got a new look entirely for subsequent episodes (according to the Star Trek: The Next Generation Companion the uniform was referred to as the "Space Cheerleader" look), Yar remained in her jumpsuit uniform for the rest of her stay aboard the Enterprise, never donning the skant after the pilot episode. Male crewmembers wearing the skant were only seen in few episodes, "Encounter at Farpoint", "Haven", "Conspiracy", "Where No One Has Gone Before" and "11001001", though the footage seen in the last episode was re-used from "Where No One Has Gone Before". The skant was primarily seen in the first season, appearing only four times, worn with black trousers, in the second season episodes "The Child", "The Outrageous Okona", "The Schizoid Man", and "Samaritan Snare". After that it's final appearance was in the flashbacks during "All Good Things..."

Up to a point yes. Enterprise, which was run by the "number 1s" of Trek was pretty terrible until the last season when they gave themselves the boot.

The whole problem with Enterprise is it made humans sound like whiny weaklings that leached everything they knew off of other races. It made the show hard to watch.

In the last season, they amped up human technology and made things interesting. It was just ineffective story telling up to that point.

Janeway was just so shitty compared to Jean-Luc that I couldn't get past it and never gave Voyager a chance.

In recent times I've caught a few reruns and see that it's not really about her all that much and does have the "charm" of TNG.

I think I'll give it a shot now that it's on Netflix.
 
I have been watching TNG on Netflix for a few weeks now. It's been fun. But your poast forced me to go watch this particular episode. I remembered it and enjoyed watching it again.

One thing I suggest is using Netflix to watch Encounter at Farpoint, Eps. 1&2 and then go watch "All Good Things..." Eps. 1&2, back to back.
