Those white lines you see on the highway are timing markers for helicopters and planes. They calculate how fast you went a 1/4 of a mile and extrapolate how fast you are going from it.
My friends and I got busted once that way. We had a radar detector but it never went off. It was a huge speed trap with about a dozen police cars. When we asked the cop how he knew we were speeding he pointed up. There was a Buick GN, Mazda MX6 Turbo and a bunch of other weird cop cars pulling people over. This was in Connecticut btw.

Usually those signs are located in long, flat stretches of road. Planes will fly directly overhead, following the road path, and will take measurements of all the vehicles traveling on the road. (not sure on the exact tech used, probably differs from plane to plane) When they find someone speeding they radio to ground units to pull them over.
It's damn obvious when they do it apparantly. I mean huge plane flying low and sorta slow. C'mon.

Connecticut has tons of different unmarked State Police vehicles. They've gone from 5 Liter Mustangs to Grand Nationals to Mazda's to Camaros to SUVs and everything in between. The big ticketing campaigns in Connecticut at the moment are contruction zones and seatbelts. They're really cracking down lately, some road crews have Staties sitting in their orange trucks with radar/laser guns and chase units a quarter mile up the road. People come up on a work zone, see no cops and zoom through, they get tagged by the guy in the D.O.T. truck and bingo, they're toast. Double fine. And in the last week I've gone through at least 5 or 6 seatbelt checks. The cops pull off on the entrance ramps to the highway and just stand in the middle of the lane. As cars turn onto the ramp the cops look into the cars to see if the front-seaters are wearing seatbelts, if not they pull them over right there. I've yet to go by one of the checkpoints that didn't have at least 2 cars pulled over. The one I hit today in Stratford had 4 cars stopped getting tickets.
