Some problems with my new computer

Ok so I'll be trying the video card right now and while I'm doing that I hope you guys can answer theese questions:

1: How can I improperly place the CPU? The triangle is pointing at the thing and besides it wouldn't let me place it any other way.

2: How do I reseat the HSF? Like should I clean the thermal paste? If so how?

3: How can I find out if it's a power issue or a motherboard issue?

Or at least talk, say I'm an idiot, say i'm cool, say whatever you want, I don't care, it's getting kinda lonely in here =(

Ok so I tried putting in a GeForce 2 MX400 and it still restarts. However, after it restarted it was doing a "bios cheksum" and was looking for a floppy or a cdrom. So I'm thinking maybe it's my motherboard and I need to update the bios. So I still have theese questions:

1: How should I update my motherboards bios?

2: How do I reseat the HSF? Like should I clean the thermal paste? If so how?

Oh yeah also, I would like to say that the 6800 GT is loud! WHen I put the Geforce 2 MX400 I got so surprised by how quiet it was! After this I'm going for water cooling!
