Some help re: Asrock extreme 4

Alright so I have i5-2500k, extreme 4, and the CM hyper 212 plus in a push/pull config. I do have the latest 1.70 bios. I tried OCing w a multi of 48x and I ran intelburn test 3 runs on max. with 8 threads and it passes just fine. Issue is when I turn off the computer and try to turn it back on again it just doesnt want to go into windows OR bios, its just a black screen. Can someone please help with this issue? Thanks
 
Alright update, Im using STOCK settings w no OC and after shutting down it wont boot into windows without a cmos reset. Does anyone know whats going on?
 
Are the fans coming on when you see the black screen? I have pretty much the same build and running 4.5 with no issues (other than double boot) but I haven't updated to 1.7.

How about error code? Is there one listed on the boards display?
 
Yes the fans appear to be spinning. Sometimes there is no error code and sometimes I get a 60. Someone suggested it might've been PSU on another forum but I dont think that explains why a clear CMOS fixes the boot issue.

If it helps any I am using CM silent pro 600 w PSU.
