I would not bother with the Powercolor, the Sapphire uses better components(ie VRMS, capacitors etc just like XFX, Asus, MSI) , even if you don't overclock better components normally offer better stability and longevity in general.
It might have better components, but saphire's 470's and 480's are very power hungry compared to other brands, so it might need that quality because of that huge power draw.
