This is for extreme overclocking only, like LN2 or 1500Mhz+. Powercolor RedDevil rx480 is a perfectly fine card. It has one of the better coolers actually. VRMs are fine for 99% of people who just do normal overclocks.

I can tell you my PowerColor RX480 Red Devil was one of the best cards I've had in a long time.
Solid build and the cooler is fantastic, super quiet yet one of the fastest RX480 out there.
The thing with VRMs is bullshit, the guy then released a video stating that perhaps its not the best card for LN2 but for normal gaming and traditional overclock it's pretty damn fine.

I am using a 24" LG Regular IPS monitor. Free sync is not something I can see myself investing in any time soon.

Might not be a bad thing to consider (assuming you generally stick with AMD) as it definitely makes older cards age more gracefully without having to drop the settings as much. Might not be a bad idea to wait a while though until more HDR monitors come out, which is worth the upgrade itself or will drive prices on older monitors down by a good deal.

Sure. I will consider a Freesync monitor after some time as I am low on cash right now. I am already bottlenecked by CPU & RAM. During watch dogs 2 at Very High settings, my system starts to eat 7 GB RAM easily and Windows closes the game. CPU usage reaches 100%.
