I have seen telephone people twist the wirings together and it work just fine.

Analog circuits, like PSTN connections, can tolerate splices and poor connections far better than a digital connection can. It's not really a problem to twist together most wires used for telephones, but I wouldn't recommend doing that with anything used for networking.
Just to let you know that this post is made with a severed cable that I twisted together. I sacrificed one of my cable for this test and it is working perfectly at no lost in transfer files between my computers.

Years ago my coworker raise a concern at one of our client network, because it was pulled and punched down by a group of unqualified electricians. They striped down the shielding jacket to expose 16-18? of wiring and unwind the winding as much as 10? to fit in the tight fitting punch down blocks. Therefore we carried out the test to prove that the hardware isn?t the problem, and the problem that we were having is due to the software as I suspected. We tested the cables against our test cables that was strip & punched down according to regulation and found that there were no different in speed.

Network cables are much more forgiving than many desk personnel like to think. I?m now working as a trade person & have seen many network are being pulled by electricians and the quality of work is varied from person to person, however all network cable are all function just fine at the end.

Did I say *anywhere* in there that it wouldn't work? ;) I've done it before, and I've had varying success with it. Sometimes it's OK, and sometimes it isn't. I just strongly discourage it. There's no reason to tolerate room for huge amounts of fault when it's unnecessary to do so. IMHO, of course.

if somebody cut your cable then it's their responsibility to replace or repair it. Collect the money from them, go get the cable. If they refuse to pay up, then make their life difficult.

just get a knife and some electrical tape and repair it. it literally only takes me like 5 min to do, and its quite easy. doesnt really take much brains, but as with anything, take a few minutes to at least observe it. if you want to do it the easier way, just go buy urself a new cable.

Did I say *anywhere* in there that it wouldn't work? ;) I've done it before, and I've had varying success with it. Sometimes it's OK, and sometimes it isn't. I just strongly discourage it. There's no reason to tolerate room for huge amounts of fault when it's unnecessary to do so. IMHO, of course.

Ethernet (assuming that's what's being used here) is robust enough to send transfers repeatedly and slower until they get through, sometimes transparently.
