I'd say its more descriptive, with a bit of a tactless sense of humor tacked on. He was trying to make a joke based on what most perceive a rather accurate observation. It isn't racist to infer that a place on Martin Luther King Jr Blvd, anywhere, is either owned or frequented by Black Americans. Why? Because it is a rather overwhelming reality. Sure, there are exceptions, as in the case you pointed out, but you can't really deny that without any other information, he would have a large chance of being correct in his statement.

Racist? Probably not. Lame? Definitely.

On a side note, pretty much every decent sized city has at least one area which could be described like your coworker described that area. He just didn't hesitate to identify it easily in a way most people can relate to instead of being politically correct.
