So, wtf do the people need headlights for? Last I checked, there's no oncoming traffic on an interstate. Thus, the headlights that you see shouldn't be of any concern to you whatsoever. Now, the cars that are ahead of you... you don't see their headlights, do you? AND, if you *really* were in blizzard conditions, you would realize that headlights make visibility for the driver worse. (try turning your highbeams on at night in a blizzard... you may as well just close your eyes.) In fact, I have seen occasions where you can see 3/4 to a mile at night on the interstate with your lights OFF, but couldn't see 100 feet with them on.

Because taillights only turn on with the headlights. Rearending idiots sucks.
