my best run was on an indoor track at about 68F
Not your best 3 miles though. As you increase the distance, the temperature is a greater indicator of times compared to previous personal records. Also, you don't have to be in the cold to break records. However, if you ran for years and PR'ed less and less frequently, you'd find that it'd be more likely to happen on a cool day.
