my best run was on an indoor track at about 68F

Not your best 3 miles though. As you increase the distance, the temperature is a greater indicator of times compared to previous personal records. Also, you don't have to be in the cold to break records. However, if you ran for years and PR'ed less and less frequently, you'd find that it'd be more likely to happen on a cool day.

actually, i think it was my best 3mi.

i hated running. i was never really a runner... i only really did it when i was in high school and played soccer... then, every so often just for fitness, i'd run a mile here and there around the neighborhood. i would pretty much feel like dying if i went more than 1.5 miles.
