So, I broke down and bought a rice cooker.

And all the minerals in the water crystalises

This is really more suited to constant tea drinkers, not your afternoon tea kind of person.
Best way to brew tea is with a temperature-controlled water bath (semi-sous vide) system.

1) Set the water bath to your desired brewing temperature.
2) Check that the water bath is at the correct temperature with a separate thermometer.
3) Immerse the teapot in the water bath and fill the teapot with brewing water.
4) Let the brewing water equalize in temperature.
5) Add tea leaves when it has done so.
6) After desired brew time, remove the teapot and dry the outside.
7) ???
8) Profit!

lolno, they don't. What you need to do is change your settings.

Does induction make the rice cook any faster (versus a normal rice cooker), or is it more to ensure that the rice cooks evenly?

maybe a Zojirushi. can pick it up at lotte/hmart/newegg. fuzzy logic one if it's in your budget. the cheap ones at walmart work fine also. you just can't keep the rice in there for days like you can with some of the better ones.
